The study assesses the tensions between Rwanda and Democratic Republic of Congo since 1996. With the application of the longitudinal time horizon between 1994 and 2023, the data was used to determine the role of Rwanda was dynamic over this period. Three findings were identified from the research and they all point to the potential outcome of the conflict. These findings include a potential proxy war at the end of the year, a potential full grown confrontation between the military forces of both countries and a potential peace agreement between the Congolese government and M23. All these scenarios have been analyzed by the literature of the study. This study uses a mixed approach of both quantitative and qualitative. Specifically, it utilizes observation in the form of field studies and interviews from a structured questionnaire survey of the crisis in Congo DRC. The philosophy behind this approach is interpretivism because the study seeks to identify the factors that facilitate the key role of Rwanda in the persistence of the tensions in Congo DRC tensions. The relevance and implications of interstate conflicts are not recent because the concept is not a new one. States have been in conflicts around the world since 1945 but some of them have been outstanding while others were resolved to avoid further damage. A selected few, which were resolved ended up resurfacing because old cultural and social wounds were bruised again. The Rwanda-Congo conflict is no exception because it has transcended all major efforts to resolve the conflict.
