' Kıbrıs adasında egemen olan İngiliz Yönetimi ile Kıbrıslı Türkler ve Kıbrıslı Rumlar arasında var olan etnıik çatışmalar dolayısıyla ilk olarak 1954 yılında Kıbrıs sorunu uluslararası alana taşınmıştır. Sorunun uluslararasılaşması süreci sonrasında 1960 tılında Kıbrıs Cumhuriyeti kurulmuştur. Bu noktadan hareketle; Birleşmiş Milletler kurulmuş olan cımhuriyetin yıkılması sonrasında yaşanan toplumlararası şiddet ve iki yoplumu bir barış anlaşması çerçevesinde bir araya getirme çabaları sürecine her zaman dahil olmuştur. Daha sonra Kıbrıs Cumhuriyeti'nin tek taraflı olarak Avrupa Biriliği'ne başvurması, böylece AB'nin de sürece dahil olmasıyla Kıbrıs Sorunu çok taraflı bir sorun niteliği taşımaya başlamıştır. Tarihsel bir perspektiften bakıldığında, Kıbrıs Sorunu geçmişten günümüze birçok farklı süreçlerden geçmiş ve meseleye dahil olan farklı aktörlerin konuya ilişkin politikaları meselenin nitelik olarak değişim göstermesinde belirleyici olmuştur. Bu çalışmanın temel amacı, 2004 yılında gerçekleştirilen Annan Planı Referandumu sonrasında adada süregelen çözüm arayışları üzerine yeni bir bakış açısı getirmektedir. Bir yandan AB'nin Kıbrıs Cumhuriyeti'ni 2004 yılında tam üye olarak Birliği üye kabul etmesi neticesinde, AB bir devlet-dışı aktör olarak Kıbrıs Konusunda doğrudan bir taraf olarak kabul edilmeye başlanmıştır. Aynı zamanda, BM Örgütü ve çeşitli organları (Genel Kurul, BM Genel Sekretari; Güvenlik Konseyi) ve 1964'ten bu yana BM Barış Gücü Adanın. Çözümsüzlüğü konosonda sınırlı da olsa birçok girişimde bulunmuştur. Bu noktada, BM'in meslenin iyileştirilmesine yönelik önemli olarak kabul gören çabalarından bir tanesi de 1981 yılında kurulan Kayıp Şahıslar Komitesi olmuştur. Bu noktada, Bm sorunun siyasi ve hukuki olarak sorunun çözümüne yönelik attığı adımlara ek olarak söz konusu Komityeyi oluşturması Kıbrıs Konusuna yeni bir boyut kazandırmıştır. Abstract The Cyprus problem has been, for the first time, considered as an international problem due to the ethnic clashes between Turkish Cypriots and Greek Cypriots in 1954 which was previously under British colonial control. With the end of the internationalization process of the problem, the Republic of Cyprus was established in 1960. In this context, the United Nations Organization has always been an important \'non-state actor\' in building bridges among the two communities within the political history of the island. The UN was involved in the processes of peace making among the major actors; Turkish and Greek Cypriots in the aftermath of the inter-communities clashes. Besides, the unilateral application Greek Cypriots to the European Union as a full member-state on the behalf of whole island has, then, brought the Cyprus issue into a multilateral ground. Within this framework , the fundamental aim of this study is to explain and explore the policies and attitudes of the major actors towards the Cyprus Issue including Turkish Cypriots, Greek Cypriots Greek Cypriots the guarantor powers -Turkey ,Greece and the united kingdom-and two non-state actors;the UN and the EU.looked from a historical perspective,the involvement of the new actors into the cyprus ıssue has ,then deeply re-shaped and transformed the character and the position of the problem. The rise in the role of the EU given the accession of Republic of Cyprus as a full member into the Union has led the organization to become a new actor concerning the ongoing unsettlement on the island. In addition to the EU, the UN has been one of the significant actors in attempting to maintain peace and stability on the island through giving its major organs such as the General Assembly, the Secretary-General, Security Council as well as the UNFICYP (United Nations Forces in Cyprus) since 1964.In this respect, one of the crucial efforts of the UN in overcoming the unsteadiness on the island has been the foundation of Committee on the Missing Persons in 1981. The establishment of the Committee is regarded as a vital attempt of the UN in settling the dispute in parallel with all other legal and political initiatives. ' |
