| Özet notu | ABSTRACT<br/>This thesis is based on identifying the current institutional barriers that exist in the <br/>transport departments in Tripoli and hinder the implementation of intelligent traffic <br/>systems. Thus, quantitative data were collected via a survey questionnaire distributed <br/>to participants who are working in different transport departments in the capital city of <br/>Libya. Then by using both software, "Microsoft Excel" and "SPSS" the obtained data <br/>were analyzed and presented in readable tables and figures. The questionnaire was <br/>created to obtain three different data, the personal data of the participants, their opinion <br/>about the intelligent traffic systems and their benefits to measure the participant's level <br/>of knowledge about ITS, and the level of agreement about the institutional barriers that <br/>might exist in the transport departments in Tripoli. Firstly, the analyzed data indicated <br/>that more than half of the participants do work in the Ministry of transport by 31 out <br/>of 59 responses, just 8 out of 59 work in the Local Municipality, and 20 participants <br/>work in private consulting companies. The results of the descriptive analysis of the <br/>second dimension clarify that the overwhelming majority of the engineers have a high <br/>level of knowledge about intelligent traffic systems and what they can bring to Tripoli, <br/>such as reducing the accident rate, alleviating congestion, improving efficiency, etc. <br/>In terms of the barriers in the transport departments in Tripoli, the results show that all <br/>the listed barriers in the questionnaire are highly existent in Tripoli such as Lack of <br/>appropriate infrastructure, Lack of funding, lack of support from the private <br/>companies, the political conflicts, and the lack of seminars and courses about the ITS. <br/>Finally, a framework developed to facilitate the holistic thesis outcomes.<br/>Keywords: Benefits of ITS, Barriers of ITS Implementation, Intelligent<br/>transportation systems ITS. |
