ÖZET<br/>Kamunun esas vazifesi insana hizmet etmektedir. Bu hizmetin niteliği, işleyişi ve <br/>düzeni hukuk ile tesis edilmektedir. Herkes kamusal hizmetlerden istifade etme <br/>hakkına sahiptir. Sosyal, kültürel, iktisadi, sağlık ve diğer alanlardaki hizmetler bu hak <br/>üzerine inşa edilmelidir. Her koşulda hak, hukukun temelleriyle çevrelenmeli, hukuk <br/>normlarıyla sağlamlaştırılmalıdır. Türkiye Cumhuriyeti, anayasal düzenlemelerle <br/>toplumun her kesimine hitap etmiş, icraatlarını hukukla özdeşleştirmiştir. Sosyal, <br/>kültürel, siyasi, iktisadi ve sağlık alanındaki hizmetler sunulurken hakların <br/>genişletilmesi noktasında bir tutum sergilemiştir. Toplumda yer alan engelli bireylerin <br/>yalnız sağlık hakları değil tüm boyuttan iyileştirilmesi noktasında bir politika takip <br/>edilmiştir. Bu itibarla çalışmada Türkiye’de kamu sağlık hizmetlerinde engelli hakları <br/>ele alınmıştır. Araştırmada bilimsel araştırma yöntemleri içerisinde yer alan doküman <br/>inceleme tekniği kullanılmıştır. Türk hukuk sistemi içerisinde yer alan kanun, kanun <br/>hükmünde kararname ve yönetmelikler incelenmiştir. Bunlardan elde edilen bulgular, <br/>araştırmanın amacı doğrultusunda kullanılmıştır. <br/>Anahtar Kelimeler: Engelli, Sağlık Hukuku, Sağlık Hizmetleri. |

ABSTRACT<br/>The primary duty of the public is to serve the people. The nature, operation and order <br/>of this service is established by law. Everyone has the right to benefit from public <br/>services. Social, cultural, economic, health and other services should be built on this <br/>right. In any case, the right should be surrounded by the foundations of law and <br/>reinforced by legal norms.The Republic of Turkey has appealed to all segments of the <br/>society with its constitutional regulations and has identified its actions with the law. <br/>While providing services in social, cultural, political, economic and health fields, it <br/>has adopted an attitude towards expanding rights.A policy has been followed in order <br/>to improve not only the health rights of the disabled individuals in the society, but also <br/>in all aspects. In this respect, the rights of the disabled in public health services in <br/>Turkey are discussed in this study. Document analysis technique, which is one of the <br/>qualitative research methods, was used in this research. The laws, decree-laws and <br/>regulations in the Turkish legal system were examined.The findings obtained from <br/>these were used in line with the purpose of the research.<br/>Keywords: Disabled, Health Law, Health Services, |
