'ÖZET Fırat-Dicle havzasının kıyıdaşları olan Türkiye, Suriye ve Irak\'ın 1950\'lerden itibaren havza suları üzerindeki kullanımlarını artırmaları, su paylaşımının üç ülke arasında bir sorun olarak çıkmasına sebep olmuştur. 1970 ve 1990\'lı yıllarda ağırlığını artıran sorun, günümüzde donmuş durumda olarak görünse de yakın gelecekte, artan küresel su sorununa paralel olarak daha vahim boyutta ortaya çıkması beklenmektedir. Bu durum, petrol ekseninde yaşanan savaşlara benzer biçimde suyun da bölgede bir çatışmanın tetikleyicisi olma riskini doğurmaktadır. Bu çalışmada öncelikle, artan küresel su sorunu ve iklim değişikliğinin Fırat-Dicle sorununun havza sularının kıyıdaş ülke ihtiyaçlarının karşılayamamasından mı kaynaklandığı yoksa suni olarak yaratılmış siyasi bir mesele mi olduğu sorularına cevap aranmıştır.Müteakibinde ise yakın gelecekte Fırat-Dicle sularının paylaşımından kaynaklananbölgesel bir çatışmanın riski araştırılmıştır.. Sonuç olarak, nüfus ve buna paralel kıyıdaş ülkelerin su kullanımları katlanarak artacaktır. Diğer yandan iklim değişikliğinin etkisiyle Fırat ve Dicle sularının debisinde yaşanacak olan azalma, akışların üç ülkenin de ihtiyaçlarını karşılayamayacak düzeye gerilemesine neden olacaktır. Bu durum, su sorunun politik bir meseleden ibaret olmadığının ispatı niteliğindedir. Türkiye\'nin kıyıdaş ülkelerin ihtiyacına cevap verebilmesi, hidroelektrik enerji potansiyelinin %40\'ını verimli sulanabilir arazilerinin %20\'sini barındıran bölgedeki çıkarlarından vazgeçmesi anlamına gelmektedir. Bunun yanı sıra havza suları bölgede yaşayan insanlar için hayati önem arz etmektedir. Bu durumda sorunun yakın gelecekte herkesin kazançlı çıkamayacağı bir çatışmaya doğru evrileceği öngörülmektedir. Anahtar Kelimeler: Sınır aşan sular, Fırat, Dicle, su sorunu, uluslararası su hukuku ABSTRACT The increase in the amount of basin water as of the 1950s by the streams of Fırat-Dicle basin such as Turkey, Syria and Iraq, have led to the sharing of water become a problem between the three counties. Although the problem that gained importance during 1970s and 1990s, nowadays it seems like being closed. It is expected that it will become a more serious issue parallel the the global water problem in the near future. This situation, as similar to the wars occuring in the axis of petroleum, generates the risk that water to trigger the conflicts in the region. In this research, initially the impact of increasing global water issue and the climate changes on the flow of the rivers Fırat-Dicle have been reviewed. Furthermore, the answers to the questions of whether Fırat-Dicle issue results from non-fulfillment of the requirements of the stream countries by the basin water or is a political concern being artificially generated, have been searched. Moreover, the risk of a potential regional conflict in the near future, as a result of sharing Fırat-Dicle water has been investigated. As a conclusion of the research, it can be said that together with the population increase, the use of water by stream countries increase incrementally. This will lead to a decrease in the flow of Fırat and Dicle water due to the impact of the climate change that will lead the flows to a level as to not meet the requirements of the three countries. This situation is an evidence showing that the issue is not only composed of the political concern. Meeting the requirements of the stream countries by Turkey means that, to abandon abandon her interests in the region accommodating 40% of the hydro-electric energy potential and 20% of the productive irrigate land. In addition to this, the basin water is of vital importance for the people living in the region. According to those developments, it is forseen that the issue will be converted into a conflict in which all parties using the water will not benefit in the near future.
