'ABSTRACT The priority of developing the environment concerns both the less industrialized and the industrialized countries, because such issues are always global issues, which also demand global efforts. Developed countries need to protect the environment because of the environmental pollution caused by their industries and the emission of toxic gases. The United State (US) is the world's chief and greatest economy, and is responsible for emitting approximately one-fourth of global greenhouse gas (GHG). This inquires about looks for to analyze the openings for future worldwide climate approach after Kyoto convention, beneath US restrictions and authority. A major reexamination of the current approach to building a climate administration is fundamental. When we see at the climate viewpoint, we have a set of recognitions. On one hand, we have the US from the top of the picture with its own program and strategy in the resistance and challenge circle, and on the other hand, there are the views of other countries including European Union (EU), which are relatively apathetic carrying serious agenda and conference items with political and legislative proposals. What is the position of the parties, while the whole world is already suffering from climate change? , is the question which needs urgent answer. The discussion and competition will center on three major categories of people; they include; scientists with universities and scientific institutions, politicians with systems of government (legislative institutions), and businessmen with companies, who control much of the wealth. Apart from these three main groups mentioned, the citizens also have a powerful and influential role to play, as well as, civil society organizations and pressure groups.
