Nonetheless, there are contrasting opinions on the timeline of certain initiatives among certain stakeholders, in particular the expected customers who say they are being postponed, while the implementation firms claim that they on schedule. Even though scheduling delays are popular in most of the projects of construction companies, determining primary causes of schedule delays and taking steps to prevent them are essential steps to solve delays- related problems. The study is intended to determine the effect of Project Leadership and Project Resource Allocation on Timely Completion of the construction projects in Kuwait. Such variables are chosen because they were suggested by the previous studies because critical elements for the timely completion of the study. To this end, the study was consummate, gathering data by means of a questionnaire and evaluating regressions. This study was based on survey research conducted with 237 employees from 5 construction firms / projects in Kuwait. All finished research tools were encrypted, resumed, entered on the computer after completion of the data collection practice and analyzed using the Social Science Statistics Package (SPSS). The numerical figures were used both informative and inferential. Results of the analysis show the important positive interaction between project resource management and project leadership with timely project completion in Kuwait.
