Özet: 'If foreign policy is built upon a balance of power, the nature of this balance is certainly changing: we no longer live in the world where sheer military force is the major determinant of a country's international status. The new paradigm sets the stage for a new kind of power - one that rests on economic vitality and persistence. As the world is becoming a truly global marketplace, economic factors coupled with historical, cultural and political assets shape a country's role for the new millennium. Perhaps the single biggest challenge facing the world today is the fact that threats to peace and security are becoming increasingly more sophisticated and unpredictable. Freedoms of the open society and technological progress can be easily exploited by stealthy crime networks with nefarious goals, invisible, asymmetric threats are forcing the world nations to reevaluate their strategies for defending their homeland. Among the clear and present dangers we face, terrorism stands out as the most destructive and sinister evil. Globalization is having a tremendous effect on the ability of terrorist and criminal organizations to act on a global scale. These organizations are using asymmetrical means to target U.S. interests at home and abroad. The events of September 11th were culminating effects of this trend that played an increasingly greater role in the world in which we live. This research paper analyzes the globalization trend and the effect it is having on the ability to wage this new type of war. Further, the complexity of the 21st century international security environment will be manifested in the threat of asymmetric attacks, international terrorism, proliferation of weapons of mass destruction, regional security, peace enforcement operations as well as other security issues. Artık sadece ordu gücünün bir ülkenin statüsünün ana belirleyicisi olduğu bir dünyada yaşamıyoruz. Yeni paradigma ekonomik canlılığa ve istikrara dayanan yeni bir güç kavramı için zemin oluşturuyor. Dünya tamamiyle küresel bir pazar haline geldikçe tarihi, kültürel ve politik servetlerle katlanan ekonomik etkenler, yeni bin yılda bir ülkenin rolünü şekillendiriyor. Günümüzde dünyadaki barışı ve güvenliği tehdit eden en büyük mücadele daha da karmaşık ve tahmin edilemez bir hal almıştır. Serbest ülkelerin özgürlüğü ve teknolojik gelişme tehlikeli amaçlar için gizli suç ağları tarafından istismar edilebilir. Tespit edilemeyen asimetrik tehditler ülke uluslarını vatanlarını savunmak için stratejilerini yeniden değerlendirmeye zorluyor. Karşılaştığımız en net ve meccut tehlikeler arasında terörizm en yıkıcı ve en uğursuz bela olarak gözükmektedir. Küreselleşmenin terörist örgütlerin ve suç örgütlerinin küresel ölçüde etki gösterebilmesinde büyük rolü vardır. Bu örgütler yurt içinde ve dışında ülkeleri hedef almak için asimetrik koşulları kullanırlar. 11 Eylül olayları, yaşadığımız dünyada giderek artan role sahip bu trendin sonuç olarak etkisidir. Bu araştırma yazısı küreselleşme trendini ve bu yeni savaş şeklinin mücadelesini başlatan etkisini analiz etmektedir. 21. yüzyılın uluslararası güvenlik ortamının karmaşıklığı, asimetrik taaruzlar, uluslararası terörizm, kitle imha silahlarının artması, bölgesel güvenlik, barış gücü operasyonları olduğu kadar güvenlik konuları tehdidinde ortaya konacaktır.
