'As a result of a tremendous changes in information and communication technologies, electronic commerce has become more popular in recent years. Countries, which are talking necessary to improve e - commerce, will be the winners of international competitive market. Electronic commerce has many advantages compared t the traditional business because it reduces transaction costs, and saves transaction time. Despite these advantages, e - commerce has some problems to be solved. These are; privacy, confident and digital signature. Furthermore each country has to solve some legal and financial issues before entering into this business style. A nationwide communication infrastructure is also and important input needed by the electronic commerce. Like many countries around the world, Turkey is trying to formulate a nationwide communication infrastructure is also and important input needed by the electronic commerce. Like many countries around the world, Turkey is trying to formulate a national e -commerce strategy. There are some principles that should be accepted by the government in advance. In brief; the government should not impose unnecessary restrictions on e - commerce. Instead, Turkey should take necessary measures to facilitate online business system by creating transparent and predictable legal environment. It should also establish simple bureaucratic procedures (e.g. taxes and tariffs) to make online transactions. The goals of governmental intervention should be to ensure competition, protect intellectual property and privacy, prevent fraud, support commercial transactions and facilitate dispute resolution. Although Turkey is making a good progress to get the benefit from e - commerce, but need do a lot in future to make the best use of business - to - business e - commerce. '
