' Middle East Peace Project is the most important zone for the super power states due to its location and resources. Headed by Great Britain and the U.S., the western states founded Israel in 1948 because there was a need for a country to serve their interests in the Middle East petroleum struggles, the guarding of the Suez Canal in addition to ideology bonds. The relations of Turkey with Israel have had ups and downs since 1948, but never ruptured. The improvement of Turkey's relations with Israel was one of the factors influencing the Middle East policy. The Turkey - Israel Military Education Cooperation Agreement which drew criticism from the Arab countries from day one has constituted a new power balance in the Middle East. The chaos and the instability in the region made it inevitable for Turkey and Israel to improve their relations. The Israel - Palestine leg of the Middle East Peace Negotiations took place due to the determination of the Israeli prime minister Ehud Barak and the US president Bill Clinton and the stalled Israel and Syria negotiations have been restarted again with big hopes. Turkey has been observing and supporting, and also has been affected by developments in the Middle East from the very beginning because of long historical bonds and the geostrategic situation of the region. The cooperation between Turkey and Israel which developed in a few years has affected the power balances of the region and has been named as a milestone in determining the future of the Middle East. It is believed that the Israel - Syria negotiations restarted due to the cooperation between Turkey and Israel. Turkey had long sought to balance between the Arab states and Israel with regards to its relations with Israel, but Turkey intensified its relations with Israel during the 1990's. Starting with the year 2000 tough, Turkey went back to its traditional balance policy, help with the gained momentum of the EU process. It became difficult to develop relations solely on military and economic basis because the violence policy of Israel is unacceptable by the EU public opinion and its values. Although Israel's policies were harshly criticized in the Turkish public opinion, the main tendencies on both sides after the death of Yaser Arafat supported the advice of Turkey to help start the peace process. '
