'In this project, firstly, the definitions of terror, terrorism and international terrorism shall be made and, secondly, the development process of international terrorism, modifications in its structure, measures that should be taken against the international terrorism, the legal development and future of fighting against the international terrorism, the changes in the international terrorism after 11 September attacks and current situations in USA, Europe, Russia, Turkey and other countries shall be analyzed and examined. Terrorism, a violent act and a different version of cold war, appears with activation of ideas and movement of violent natures which are existing or created artificially as a result of abuse of the social, economic, cultural and other fields of the states active, powerful internationally in the developed and developing countries for a certain purpose. Today, on account of use of support given to the terrorism by some governments because of their own political interests and by some others as method impairment and imposition in the arena, the sizes of terrorism expanded, taking an international quality. The 11 September attacks have affected USA and the international system under its hegemony in a sense. After the attacks, a great number of things changed in the terror understanding of USA and the world a new type of terrorism started to be mentioned. Özet Bu çalışmada öncelikle terörün,terörizmin ve uluslararası terörizmin tanımları yapılarak uluslararası terörizmin gelişim süreçleri, yapısındaki değişiklikler; uluslararası terörizmle mücadelenin hukuksal gelişimi ve geleceği; 11 Eylül saldırıları sonrası uluslararası terörizmdeki değişiklikler; ABD, Avrupa, Rusya, Türkiye ve diğer ülkelerde gelişen durumlar analiz edilerek incelenecektir. Bir şiddet eylemi veya değişik bir soğuk savaş şekli olan terörizm, uluslararası alanda etkin ve güçlü devletlerin, gelişmemiş veya gelişmekte olan ülkelerin içerisindeki sosyal, ekonomik, kültürel ve diğer alanlardaki sorunların istismar edilmesi sonucu, var olan veya suni olarak yaratılan şiddet içerikli fikir ve hareketlerin belirli bir amaç için harekete geçirilmesi sonucu ortaya çıkmaktadır. Günümüzde bazı devletlerin ekonomik veya politik çıkarları gereği; bazı devletlerin ise uluslararası alanda kendi milli politikaları ile çatışan diğer devletlere karşı dolaylı yıpratma ve dayatma yöntemi olarak terörizmi kullanmaları ve desteklemeleri sonucu terörizmin boyutları genişlemiş ve uluslararası bir nitelik kazanmıştır. 11 Eylül saldırıları bir anlamda ABD\'ye ve onun hegemon olduğu uluslararası sisteme etki etmiştir. Saldırılardan sonra ABD\'nin ve dünyanın terör anlayışından devletler arası ilişkilere kadar birçok şey değişerek yeni bir terörizmden bahsedilmeye başlanmıştır. '
