Institute of Graduate Studies and Research Management Information Systems Department Özet: ABSTRACT The incorporation of Information Communication Technologies into service delivery plays a formidable role in enhancing the efficiency and effectiveness of Local Government service delivery. Nevertheless, the effectiveness of these novel technological innovations has bumped into a great deal of difficulties. This particular study is hinged upon the review of available literature and work of various scholars relating to the incorporation of ICT into local government service delivery as well as the formulation and testing of various hypothesis in addition to looking at the hindrances to the result oriented incorporation of ICT in local governments in the Western Region of Nigeria. The fundamental purpose of this research was to carry out investigation on the way Information and Communication Technology can predict the extent of Quality Service Delivery in the Local Governments in Nigeria with the intention of enhancing the Local Governments’ delivery of quality public service. This research was driven by taking a look at a number of previous literatures and tried to determine the inherent gap in those researches. No research was conducted linking the major variables of this study with Administrative Efficiency and this remains the foremost justification and gap for this study. The quantitative research technique was taken on with 207 respondents taking part in this survey. The study’s Primary data was eventually gathered from the employees of the chosen two local governments in the South-west region of Nigeria. The study adopted the use of Correlation and Regression analysis on SPSS for the rationale of ascertaining the association subsisting between information and communication technology and quality service delivery apart from determining the association subsisting between administrative efficiency and Quality Service Delivery as well as Local Government Performance. Findings of the investigation put forward that the perception of employees as regards Information and Communication Technology was observed to be moderate. Autonomously, the quality of services rendered by local governments was observed to be very low owing to the fact that it is only the adoption of ICT that has a statistically significant effect on quality service delivery, triggering the necessity to carry out further analysis involving ICT and Administrative Efficiency on one hand as well as Administrative Efficiency and Local Government Performance on the other. As if known well enough, Administrative Efficiency is positively connected with Quality Service Delivery and Local Government Performance. The study observed a significant relationship between the adoption of ICT and quality service delivery, this can be owing to employee, being encouraged to carry out their job well owing to the availability of information and communication technology.
