Institute of Graduate Studies and Research International Relations Department Özet: ABSTRACT This thesis attempts to explain how the security problem at the regional level hinders the long-term resolution of the Nagorno-Karabakh conflict. As a result of the study, it concludes that from a geopolitical point of view, the conflict is provoked by the political structure of the region, which stimulates the conflict between its member states. The study proves that the Minsk Group could manage the conflict, but did not have sufficient mechanisms for resolving it, while the real tools for resolving the conflict remained only with mediation states. An analysis of the relationship between the parties to the conflict and the actors shows that the dominant factor in the region is the politics of power, which contributed to the preservation of the maximalist positions of the parties and hindered the effective operation of the Minsk Group. This conclusion confirms the initial hypothesis of the study that reaching an agreement between Armenia and Azerbaijan is a necessary but not sufficient condition for resolving the conflict.
