Institute of Graduate Studies and Research International Law Department Özet: ABSTRACT After the Second World War, many international organizations were created by the nations of the world through treaties and conventions. Faced with the major challenges of creating an environment of peace and security, it was imperative to create an organization capable of guaranteeing social cohesion between nations and making sure that human rights are upheld. This is the case of the United Nations, created in 1945 to facilitate conflict resolution and cooperation. However, it must be noted that many conflicts during which these human rights have been violated and not respected, because in view of the quantity of civilian deaths during specific conflicts and terrorist movements, in particular the al-Qaeda and Boko Haram movements, in view of the migratory flows and the political and economic tensions linked to terrorism, there is reason to believe that this organization has difficulty in guaranteeing the respect of human rights. This paper will show how the United Nations plans to ensure the security of civilians in the face of terrorism and whether the measures taken are effective.
