This doctoral thesis explores the intricacies of implementing e-government system in regional governments within federal states of developing countries, focusing on the Kurdistan Region of Iraq. This aims to clarify the intricate factors contributing to the success, obstacles, and external influences affecting the rollout of e-government initiatives. Although e-government is recognized for its ability to stimulate economic expansion and enhance the provision of services, its actual application has encountered significant challenges. This issue is particularly pronounced in developing nations, where between 60% and 80% of e-government projects do not succeed. This failure rate is attributed to many factors, including cultural, social, political, and regulatory challenges. A unique aspect of this research is its focus on regional governments within federal systems, a largely under-explored area in e-government studies. The research develops a comprehensive framework for e-government deployment in such settings, addressing the gap in existing literature, which predominantly concentrates on central governments. The study's objectives are multifaceted: understanding the current state of e-government in developing countries, clarifying the nuances of e-government in regional governments, identifying success factors and barriers through a systematic literature review, evaluating case studies, and constructing a strategic framework for e-government implementation in regional contexts. The research investigates the current landscape of e-government in developing countries, with a particular emphasis on the Kurdistan region of Iraq, using a mix of systematic literature reviews and case study analysis. It carefully explains the success factors and difficulties to e-government, developing a practical implementation framework. This framework aims to guide e-government strategies in similar regional governments and federal states. This thesis makes significant contributions to the field of e-government research. It fills existing gaps in the literature by illuminating the factors driving successful implementation in regional and federal settings of developing countries. The study enriches academic discourse with a conceptual framework for e-government system implementation in regional governments. In addition, it lays the groundwork for future research in regions like Iraq, where e-government is still nascent. This research provides insights for decision-makers in regional governments, aiding them in overcoming challenges in e-government projects. It also proposes a model to identify critical issues and success factors pertinent to e-government implementation in similar contexts, thus impacting police administration and governance in developing countries.
