'Abstract Caucasus region, which is contituted of countries with newly gaıned indendence, has quite important roles strategically in respect to geopolitcal situation of Turkey. Turkeyremaınsd away from these countries and accepted the event as an "international problem" of soviet union because they preferred to be under sovereignty of soviet union. During 1998 and 1991 whıch coverd transformation process, hadvarious uncertainties andbut Turkey stayed away from nationalist movement and carried out its moscow-center relations İn 1991 and 1993 Turkey rapidly left Moscow-center policy. İn increasing competition area wıth Russia and İran, Turkey had effect struggling without planning. 1993 to 1995 was a process in which Turkey was dissapointed because it understood its limits various insufficiencies ans it did not have good relations as it expected wwith the countries in the region. İn this period Turkey reactionin response to ethnic quarrels in the caucasus, became the indication of Turkey's power in the region. During the period of 1995 to present,Turkey analized both its power and regional facts better and followed more realist, balance and coopration-based policy.Foundamental aims of caucasus-oriented Turkish policies is based on turkey is respect to the region without interfering with the sovereignty the territorial interity and interior affairs of the countries in the region. İt has also friendly relations based on equality of good neighborhooh and it transforms friendly relations into multilateral coopration, which serves for mutual benefit'
