' Vision is the picture of the point that we want to reach and the state, which we demand to gain too much. To have a vision for the future, beyond the short-term initiatives is a vital necessity to survive far an organization on the long terms. This is because, the future requires organizations to develop their visions and enlarge continuously. The importance of developing a vision mustn't be neglected, it have to provide an innovate environment, which will open the employees minds without making them blocked. Because, by naturally, individuals follows the ones who knows where he/she is going. In the first section of the project, the concept of the vision is studied. Necessity of "Vision Management" for organizations in the developing conditions by social, economical, technological and scientific factors; is described in details. The characteristics, fundamentals and the benefits of the vision for the organizations described in brief with. In the second section of the project, mission, goal, aim, value, strategy concepts that are components of the vision and their relations with the vision subjects are studied. In the third section, forming, improving, sharing, owning the vision with applying and controlling the vision in the strategic management process subjects are studied, problems are emphasized which occurs while applying the vision management in the process of change. In the last section, vision management in the public organizations is described and the application of the vision management in the South East Anatolia Project (SAP) is tried to explain.'
