N2  - 'Abstract  It is clear that both in Turkey and the Turkish Republic of Northern Cyprus (T.R.N.C), the health systems are insufficient and within this context, people's right in the process of a healthy life or recovery are not at the needed level. In the situation, "health ethics" and "patient rights" issues become more important, because these issues have a more different understanding of ethics than other occupations. It is a matter of human life that is considered in health sector, so ethical points are more relevant and emotions are involved. In order to make this distinction, the thin line between jobs ethics and health ethics should be understood. For this reason, in the first part of the study the concept of "ethics" is examined. In this section, the concept of ethics is tired to be defined and via the history of the concept the constituting elements are scrutinized. In the other parts of the project, ethical and non-ethical values of the health staff are taken into account. Within this framework, it is mentioned that the ethical behavior of the health personnel have a positive on mutual communication and the recovery process of the patient, and the lack of such kind of behaviors are talked about. Sanctions of the ethical and legal codes are examined comparatively and increasing number of "Malpractice" cases are dwelled on. Also, regarding the applications in T.R.N.C., results of the research conducted in the Dr. Burhan Nalbantoğlu Public Hospital are included in the project.  Key Words; Ethics, Morals, Malpractice, Health, Job, Doctor, Nurse, Patient, Beneficence, Justice  Özet  Tükiye ve Kuzey Kıbrıs Türk Cumhuriyeti (K.K.T.C)'de sağlık sisteminin yetersiz olduğu, bu bağlamda insanların sağlıkı yaşama veya sağlığına kavuşma sürecindeki haklarının istenilen seviyede olmadiği görulmektedir. Bu durumda "sağlık etiği" ve "hasta haklari" konuları daha fazla önem kazanmaktadır. Çünkü bu iki konu diğer iş sektörleerrinden farklı bir etik anlayışına sahiptir. Sağlık sektöründe söz konusu olan insane hayatı olduğu için durum daha ahlaki bir boyut kazanmaka ve insani duygular ön plana çıkmaktadır. Bu ayırımı daha iyi yapabilmek için öncelıkle meslek etiği ile sağlik etiğini birbirinden ayıran inceçizgileri anlamamız gerekir. Bu nedenle de çalışmanın ilk bölümünde etik kavramı incelenmeye çalışılmır. Bu bölümde etik kavramının genel olarak tanımı yapılmaya çalışlmış ve etiğin tarihçesi kısaca incelenerek etik kavramını oluşturan irdelenmiştir. Projenin digger bölümlerinde, sağlik çalışsanlarının etik ve etik-dışı değerlerinden, sağlık peersonelinin etik davranışlarının hastanın iyıleşme sürecinde ve karşılıklı iletişimde olumlu sonuçlar verdığinden bahsedilmiş ve bu davranışların eksikliğinde iyileşme/tedavi sürecinin uzaması ve sağlıksızlaşması konularına değinilmiştir. Sağlık personelinin etik dışı davranışları örneklerle belirtilmiş ve bu tür davranışlara maruz kalan hastaların haklar ele alınmıştır. Etik kodların yaptırımları ve hukuki  yaptırımlar karşılaştırmalı olarak irdelenmiş ve sağlik sektöründe git gide daha sık karşılaşılan "Malpraktis" davaları üzerinde durulmuştur. Ayrıca projede, K.K.T.C.'ndeki uygulamalarla ilgili olarak, Dr. Burhan Nalbantoğlu Devlet Hastanesinde yapılmış olan araştırma sonucu elde edilen bulgulara da yer verilmiştir.
