'ABSTRACT Soft power is simply defined by Nye (2004a, p.5) as ''getting others to want the outcomes that you want' .It is an influential factor in contemporary international relations. The phenomenon of soft power is still poorly examined in Central Asia. At the same time, this is a region where acute geopolitical competition among leading powers such as Russia, the US, China and the EU. The analysis of factors os soft power in the leading extrargional processes and the study of foreign policy line of these states.In turn , Central Asian countries also tend to use soft power to advance their interests. However, their activities are affected by the relative lack of experience in the organization of the relevant work, and limited economic resources.The thesis reveals the phenomenon of soft power and its influence on regional developments in Central Asia. The concept of soft power , various approaches to its understanding,spesifics of the situation in Central Asia, which have an influence on potential and possibilities of effects of effects of soft power have been mentioned.In addition, the research analyzed specifics of soft power have been mentioned. In addition, the research analyzed specifics of soft power in foreign policies of leading non-regional actors such as the United States ,Russia, China and the European Union ,as well as the other countries in the region. Possibilities of using soft power during geopolitical transformation of Central Asian region are examined in the work. European Union's policy towards Central Asia focuses on using soft power.The influence of the European Union on regional processes remains relatively small (Melvin,2012). The US considers soft power as one of the attributes of its foreign policy. The main instruments of the US influence are the USAID and international non-governmental organizations (Balashin,2013). Although the US and the EU are trying to use their soft power tools,the main external actors in Central Asia are Russia and China. Russia uses 'Rossotrudnichestvo', while China uses Confucius Institute as their main tool of soft power. Soft power plays an important role in regional processes in Central Asia States in the region are inferior in their capabilities to leading extra-regional actors, but the existing potential, especially in cultural, historical and organizational aspects could turn two leading regional actors, i.e. Uzbekistan and Kazakhstan. They use soft power in terms of their cultural and historical heritage. Morever, Kazakhstan uses appeal of nomadic past of Kazakh people, while Uzbekistan uses its touristic capabilities.
