'ÖZET/ABSTRACT Türkiye'nin o zamanki adıyla Avrupa Ekonomik Topluluğu'yla ilişkisi 31 Temmuz 1959 tarihinde yapmış olduğu ortaklık başvurusuyla başlamış, bu başvuru 12 Eylül 1963 tarihinde imzalanan Ankara Anlaşmasıyla resmi temele oturtulmuştur. Bunu 31 Aralık 1995 tarihinde yapılan Gümrük Birliği anlaşması izlemiş, 11-12 Aralık 1999 tarihindeki Helsinki Zirvesi'yleyse Türkiye aday statüsü kazanmıştır. 17 Aralık 2004 tarihinde Brüksel Avrupa Konseyi Zirve Toplantısı\'nda, Türkiye\'nin siyasi kriterleri yeterli ölçüde yerine getirdiği belirtilmiş ve katılım müzakerelerine 3 Ekim 2005 tarihinde başlanması kararı alınmıştır. Hazırlanan bu tezde, Türkiye'nin 2017 itibariyle elli sekiz yılını dolduran Avrupa Birliği ilişkilerinde, 1999-2017 yılları arasındaki dönem ele alınmaktadır. Uygulanan ve bu zamana kadar izlenen politikalardan farklı olarak hayata geçirilen çözümler ve farklılaşan politikaların nedenleri incelenmiştir. ABSTRACT The European Economic Community was established on March 25, 1957, by the six state founders together with the Rome Treaty, and entered into force on 1 January 1958. The structure, which was reinforced by the Treaty of Rome, went through many reforms in itself, made changes in its institutions, created new organs on the path of enlargement of the Union, and opened the front of the Union by expanding its authority in existing organs. Turkey has made an application for partnership on July 31, 1959, in order to benefit from the progress of Europe in this process. Turkey signed the applicant on 12 September 1963, with the founding countries signing it.The Agreement was continued with the Customs Union agreement made on 31 December 1995.Turkey won the candidate status on December 11-12, 1999.After forty-three years of hustle and bustle, 2002 was the scene of different developments.6 October 2004 Progress Report and Recommendation Document according to the report have been published.In the said documents, the European Commission stated that Turkey does not meet the political criteria to the extent required and recommended the launch of the accession negotiations for unity. At the Brussels European Council Summit on 17 December 2004, Turkey stated that it fulfilled the political criteria adequately and it was decided that the accession negotiations would start on 3 October 2005.
