'Abstract Modern urban planning arose as a reaction against the social problems in the industrial cities. These problems within the industrial cities began to escalate, resulting from environmental sanitation, to over population due to rural-urban migration, and health problems such as spread of disease. Modern philosophy initiated the regulatory laws creating living standards for housing, sanitation of the environment etc. History and evolution of international modern town planning from Europe and North America will be critically looked at. The influence and effectiveness of town planning will be assessed and compared with Nigerian town planning principles. There would be no comparisons to other African cities, but to international examples such as Baghdad, Brasilia and Chandigarh. This thesis discusses the history, development, organizational and policy structure of the Nigerian urban planning from the 18th century to 21st centuries by comparing it with international developments. The data collection is basically of a qualitative method, which would include an assessment of archival sources, newspaper articles, of scholarly literature, a few interviews and case studies and reviews on data related to Ebenezer's Garden city concept, Industrial city of Tony Garnier, Le Corbusier and functional city of CIAM. A modern city of Abuja and an organic city of Zaria would be the research case studies. Abuja would be compared with international modern cities such as Brasilia, Chandigarh and Baghdad in order to extensively comprehend the modern planning philosophies, while Zaria traditional city with an organic planning pattern would be compared with old cities organic pattern's evolutions and philosophies. The two case studies of this thesis research would be critically examined and compared based on their planning philosophies. The research would provide some perceptions into the features of colonial and post-colonial planning principles in the country, by considering traditional and modern planning ideas. It would investigate the factors that led to the rapid urbanization of Nigerian cities (Abuja and Zaria), the limitations to adequate provision of urban 8 amenities, and the causes of poor urban planning. The study aims to examine the changes and impacts of urban planning development in some selected cities of Nigeria, both traditional (Zaria) and modern cities (Abuja).
