520 | _aABSTRACT The early 90s gave rise to massive interest in energy policies around the world, basically, to regulate the use of energy, based on economic, environmental, security-related and social concerns. As an important subset of energy policies, energy efficiency policies have recently gained more recognition and adoption in the developed countries. This could be mainly due to the fact that such countries were the earliest to need energy efficiency practices and policies. In this thesis, the energy efficiency policies of two developed countries (Germany and Spain) are analyzed, and the driving factors behind the development of such policies are investigated. The determined driving factors are used to develop regression models for these countries. The main aim of these models is to reveal the relation between several factors and the energy efficiency policies. The characteristics of the developed models were used to develop appropriate models for a developing country (China), called a pilot country in this thesis, to determine their applicability to other developing countries. The succeeding factors are determined and used for providing energy efficiency policy based recommendations for two developing countries in Economic Community of West African States (ECOWAS), namely Nigeria and Ghana. The corresponding numbers of policies (the two countries could have had), under current circumstances, are estimated. Finally, recommendations are made for the developing countries by using the lessons learnt from the developed countries and the pilot country, on what should be done to have efficient and suitable energy efficiency policies. The results show that the two major driving factors behind energy efficiency policies are GDP per capita and energy production. An increase in GDP per capita will lead to more policies in industry sector and an in increase in energy production will lead to more policies in the building sector in Nigeria and Ghana. The results further reveal that, given the present circumstances, Nigeria should use building policies and industry policies; starting with two building policies and up to fifteen industry policies with ten being most realistic. On the other hand, under the present conditions, Ghana should start with industry policy as the results show that they could have up to eleven industry policies with two being the most realistic.
