520 _aABSTRACT In this study, it is aimed at finding the effects of downsizing in public sector on public sector performance with the relevant indicators determined by the literature. Organizational downsizing can be evaluated differently in terms of employees and managers in the public sector. It can be considered among managers as downsizing can be considered as an organizational strategy by focusing on economic goals, creating insecure for employees. On the other hand, it is also important how the efficiency and effectiveness criteria are used effectively in terms of achieving strategic goals and financial constraints of various public sector performance practices. To find the effects of sub dimensions of public sector downsizing on sub dimensions of public sector performance, a conceptual model has been conducted with the support of literature survey. 20 workers from the public sector were interviewed in Kurdistan Region Government in Erbil, Iraq. To answer the research questions, qualitative research has been designed. An interview form is constructed with the help of experts and content analysis is used to analyze the results of the interviews. The interviews are analyzed with QDA software. According to the results, as a sub-dimension of public sector downsizing, downsizing in the structure of government(Privatization) has the most significant effect on the sub dimensions of Public sector performance. All the other results for the sub dimensions of public sector downsizing and public sector performance have been discussed in detail.
