520 | _aABSTRACT This thesis is based on identifying the current institutional barriers that exist in the transport departments in Tripoli and hinder the implementation of intelligent traffic systems. Thus, quantitative data were collected via a survey questionnaire distributed to participants who are working in different transport departments in the capital city of Libya. Then by using both software, "Microsoft Excel" and "SPSS" the obtained data were analyzed and presented in readable tables and figures. The questionnaire was created to obtain three different data, the personal data of the participants, their opinion about the intelligent traffic systems and their benefits to measure the participant's level of knowledge about ITS, and the level of agreement about the institutional barriers that might exist in the transport departments in Tripoli. Firstly, the analyzed data indicated that more than half of the participants do work in the Ministry of transport by 31 out of 59 responses, just 8 out of 59 work in the Local Municipality, and 20 participants work in private consulting companies. The results of the descriptive analysis of the second dimension clarify that the overwhelming majority of the engineers have a high level of knowledge about intelligent traffic systems and what they can bring to Tripoli, such as reducing the accident rate, alleviating congestion, improving efficiency, etc. In terms of the barriers in the transport departments in Tripoli, the results show that all the listed barriers in the questionnaire are highly existent in Tripoli such as Lack of appropriate infrastructure, Lack of funding, lack of support from the private companies, the political conflicts, and the lack of seminars and courses about the ITS.
