| 520 | _a'Abstract As a result of changing balance of the world and dıfference in international relations, cold war methods have replaced hot wars psychological war as a consequence of cold war and low-intensity conflict of this war has created the concept of terrorism.Terrorism, which is a component of psychological of war emerges as a result of effort to set into motion the existing or artificial revoltionary ideas and movement of certain aims. There are application differences that make solution to the problem of terrorism impossible.''while persons are seen as terrorist for one side they ar freedom fighter for another, the struggle is treason for one side and it is independent sruggle for another''. This difference make a common definition of terrorist and terrorism harder.There is a divesity of aıms and motivation in terrorism. Any expression of identity can immidiatly be a terrorist potentials:ideologies, ethnic demands, national identities, economic problem stand like a dynamites ready to explode, when fired they cause huge damages. Ethnic community and minorities are one of the reasons of political instability and debates for multi-etnic states most of the time. On the other hand, they are one of the instrument of struggling for international domination.Ethnic terrorısm attracts attension because it aim to create an identity through widespread violence, and it demand autonomy or insependence on behalf of an ethnic community. With its short name,PKK,which was estalished in 27th november 1978 in fis village of lise district of diyarbakır, in 20 years caused death of 30000 people, wounded people almost at the same number and spending of the great portion of economics to fight against terrorism.Today, ater its leader was arrested, it has entered in to a politicization process, and with the assistance of those states supporting it,it took firstly the name of KADEK, then it has become KONGRE-GEL. In the last part of this study, in which the great problem of terrorism and ethnic terrorism is examined, the scope is narrowed down and PKK/KADEK/KONGRE-GEL terrorist organisation is examined. In this context, the effect of the organisation in Turkey, Turkey's international relations and the steps that must be taken to cope with this terrorist organisation are evaluated. Soğuk savaşın gerği olarak ortaya çıkan psikolojik savaş türü ve bu savasın vazgeçilmez unsuru düşük yoğunluktaki çatışmalar, terörizm kavramını da ortaya çıkarmıştır. Psikolojik savaşın bir unsuru olan terörizm, genel olarak zaten var olan yada suni olarak oluşması sağlanan İhtilalci fıkir ve hareketlerin belirli bir amaç için harekete geçirilmesi neticesinde ortaya çıkmaktadır. Dünyada terörizm in çözümünü imkansız kılan uygulama farklıkları vadır.''birisi için terörist olan diğeri için kurtuluş savaşçısıdır, verilen mücadele bir tarafta bir özgürlük mücaselesi diğer tarafta vatana ihanettir..Bubfarklılık terörist ve terörizmın ortak bir tanımının yapılamasını da zorlaştırmaktadır.Terörimde amaclar ve motivasyonlar büyük bır çeşitliliğeb sahiptır. Her türlü kimlik ifadesi süratle terörist bir potanaiyele dönüşebilmekte: ideolojiler, etnık talepler, milli kimlikler, iktisati sorunlar patlamaya hazır dınamitler olarak beklemekte, ateşe kavuçtuklarında ise inanılmaz bir tahribata yol açmaktadırlae. Etnik topuluklar ve azınlıklar, dünyadaki çok etnik gruplu devletler için çoğuzaman siyası istikrarasızlığın ve tartışmaların sebeplerinden biri, diğer taraftan da milletlerarası hakimiyet mücadelelerinin enstrümanlarından birisi olmuştur. Etnik terörizm, geniş kapsalmlı şiddet yoluyla kimlik yaraymayı hedeflediği ve ethnik toplulk adına ya da bağımsızlık talebinde bulundugu için dikkatkeri çekmektedir. Kürt halkını temsil ettiğini öne sürerek 27 kasım 1978 tarihinde diyarbakır lice ilcesi fis köyunde kurulan ve kısa adı PKKolan terör örgütü, yirmi yıllık süreç içerisinde Türkiye de otuz bin insanın ölmesine, bir o kadarının de yaralanmasıns ve ekonomık kaynakların büyük bir kadmının terörle mücadeleyebayrılmasına neden olmuş,günümüzde örgüt liderinin de yakalanmasıyla siyasallaşma sürecine girerek, bu süreç içerısinde destekleyen yardımıyla önce KADEK daha sonrs KONGRE-GEL adını almıştır. Günümüzün en buyuk sorunlarından biri olan terörizm ve etnik terörizmin ıncelendiği bu çalışmanın son bölümünde kapsam daraltılark Türkiye özeline inikmiş ve PKK/KADEK/KONGRE-GEL terör ögütü incelenmiştir .Bu bağlamda örgütün halihazırdaki durumu ortaya konarak bölgesel debgeler içerisinde, önümüzdeki süreçte terör örgütünün Turkiye nin uluslararasıbilişkerindeki etkileri ve örgütün çalışmalarin neler olabileceği seğerlendirilmeye çalışılmıştır.
