'ABSTRACT The performance management policy in Jordan has been confronted by several factors and obstacles that impeded its effective a implementation. Accordingly, there were indications of some problems and issues that led to partial or ineffective implementation of the policy by government's departments and ministries of civil service.The aim of this study was to identify the factors leading to the partial or non- implementation of the performance management policy in Jordan. The study main question was; what are the factors contributing to the partial implementation or non-implementation of the performance management policy for the Jordanian Civil Service? The study utilized the qualitative research methodology, and conducted semi-structured open ended interviews with a purposful sample of twelve informants (civil servants) from seven different Jordanian ministries within the civil service with the purpose of achieving the study\'s goals and objectives.The study ends up with several results and observations where the most significant findings was that the implementation of the policy was hampered by many factors including the complex nature of the public service, the inefficient system of rewards and sanctions, the absence of follow ups, the administrative support, lack of incentives and consultations as well as financial resources.The study concluded that the previously identified factors are manageable and can be controlled. Therefore, the Department of Jordanian Public Service and Management and relevant stakeholders can go back to the issues revealed by this study, conduct extensive consultation and develop necessary mechanisms which would contribute to a successful implementation of the performance management policy as well as other future polices.
