'ABSTRACT Over the years, failure in the construction industry has gradually increased of which cost is a major factor. This problem is usually cost related born out of improper projections or negligence. In a quest to prevent this scenario, we embarked on this research work. This study accesses the construction stakeholders perception on the causes of non-functional facilities or building projects as a result of associated cost that were not been considered at the conceptual stage. This research work is centered arround a gradually failing facility located in the fedral capital territory of NIGERIA, Abuja. ( Nnamdi Azikiwe international Airport) . It is important to note that the scope of this work is basically the building components of the above named building facility. In order to profer solution to this predicarment, Life cycle cost Analysis technique was implored (LCCA) and an aspect of value management which is the job plan to facilitate proper decision making. Due to the fact that LCCA is relatively new in this part of the world where the airport is located, it is harldy implored by project managers. It is also fairly popular as a result of ignorance and mainly the calculations invoved. A tempelate( excel spread sheet) was developed to compute LCCA automatically, provided necssary data is inputted. This spread sheet was evaluated and tested and it is did tremendoously well. This study seek to appraise the use of LCCA technique in determining the most suitable alternative for the above mentioned buildingf facility. This research work is aimed aimed at proferring solution to Nnamdi Azikiwe international airport, Nigeria which is presently failing to meet up to its original requirment. '
